European Commission signs off on Romanian nuclear plans

The European Commission has issued a positive opinion on the technical and nuclear safety aspects of the construction of Units 3 and 4 at Cernavoda nuclear power plant in Romania.

Under the Euratom Treaty, nuclear project developers are required to notify the EC of planned investments and to demonstrate compliance with the highest nuclear safety standards.

A growing number of institutional, national, and funder mandates are requiring researchers to make their published work immediately publicly accessible, through either open repositories or open access (OA) publications. In addition, both private and public funders are developing policies, such as those from the Office of Science and Technology Policy and the European Commission, that ask researchers to make publicly available at the time of publication as much of their underlying data and other materials as possible. These, combined with movement in the scientific community toward embracing open science principles (seen, for example, in the dramatic rise of preprint servers like arXiv), demonstrate a need for a different kind of publishing outlet.

European Commission to launch SMR alliance

Canada commits to C$3 billion for CANDU project in Romania

Canada will provide C$3 billion (about $2.2 billion) in export financing to Romania’s nuclear operator, Nuclearelectrica, in support of Canadian participation in the project to complete Units 3 and 4 at the Cernavoda nuclear plant, Canadian minister of energy Jonathan Wilkinson announced last week.

Climate activist launches “Dear Greenpeace” campaign to support nuclear energy

Ia Aanstoot, an 18-year-old Swedish climate activist, is gaining a lot of online attention with her “Dear Greenpeace” campaign, asking the global environmental organization to drop its “old-fashioned and unscientific opposition to nuclear power, and join us in the fight against fossil fuels instead!”

As reported by the Guardian, Aanstoot’s stance is that “Greenpeace is stuck in the past fighting clean, carbon-free nuclear energy while the world is literally burning. We need to be using all the tools available to address climate change, and nuclear is one of them.”

U.K., France declare support for Sizewell project

On the sidelines of the first European Political Community (EPC) summit in Prague last week, U.K. prime minister Liz Truss and French president Emmanuel Macron met to discuss bilateral cooperation, with a particular focus on the energy sector. (Macron proposed the creation of the EPC earlier this year, following Russia’s invasion of Ukraine. Representatives of 44 European countries participated, as did the presidents of the European Council and European Commission. Conspicuously uninvited were Russia and Belarus.)

European Parliament backs “green” label for nuclear and gas

In a much-anticipated vote yesterday, EU lawmakers voted down a resolution objecting to the European Commission’s proposal to add nuclear energy and natural gas to the list of green technologies covered by the EU taxonomy—the classification system used by the European Union to steer private investment toward environmentally sustainable economic projects.

The vote, held during the European Parliament’s July 4–7 plenary session, was 328 opposed to the resolution, 278 in favor, and 33 abstaining. An absolute majority—353 members—was required for the resolution to be passed and the proposal vetoed.

Foratom offers advice on improving EU taxonomy proposal

Foratom, the Brussels-based trade association for the European nuclear industry, wrote a letter yesterday to the European Commission welcoming the EC’s recent proposal to include nuclear in the EU taxonomy (under certain conditions), but also offering some suggestions for the proposal’s improvement.

The taxonomy is the European Union’s classification system for directing investments toward environmentally sustainable economic projects. On December 31, the EC’s nuclear-inclusive proposal was sent to expert panels from EU member states, with a response deadline of today. At a news briefing yesterday, however, an EC spokesperson announced an extended deadline of January 21.

Draft proposal includes nuclear in EU taxonomy

France and other pronuclear European Union members appear to be winning the argument with their antinuclear neighbors—Germany, most prominently—regarding whether to add nuclear energy to the EU taxonomy, the classification system used to direct investments toward environmentally sustainable economic projects.

On January 1, the European Commission released a 60-page draft proposal that includes nuclear and natural gas in the taxonomy. Also, in a related press release, the EC said that it has begun consultations with EU members “on a draft text of a Taxonomy Complementary Delegated Act covering certain gas and nuclear activities.”

Group pans Spain’s call to exclude nuclear from EU taxonomy

Foro Nuclear, a Madrid-based association representing the interests of Spain’s nuclear sector, is not at all happy with its government’s involvement in a letter sent late last month to the European Commission calling for the exclusion of nuclear energy from the European Union taxonomy. (The taxonomy is a classification system establishing a list of environmentally sustainable economic activities for the EU.) Signing the letter were Spain’s minister for ecological transition and minister for the economy, as well as ministers from Austria, Denmark, Germany, and Luxembourg.

Eighty-seven members of the European Parliament sent a letter to the European Commission last week to lobby for the addition of nuclear energy to the EU taxonomy, the purpose of which is to direct investments toward environmentally sustainable economic projects to meet the European Union’s climate change mitigation and energy-mix targets.

Euratom program receives EC funding

Two reports submitted last week to the European Commission to help it decide whether to include nuclear energy in the “EU taxonomy”—a classification system establishing a list of environmentally sustainable economic activities for the European Union—could end up prolonging the decision-making process, as the reports are not in full agreement on the matter.

Leaked report says EU can tag nuclear investments as sustainable

Within the European Union, recognizing nuclear energy as green, sustainable, and worthy of investment depends on nuclear being added to the EU taxonomy of “sustainable investments that have been found to ‘do no significant harm’ to human health and to the environment.” The EU will issue a final taxonomy this year, and a decision to include nuclear power—which was excluded from a draft released in late 2020—could raise prospects for public and private nuclear investments both inside and outside the EU.

The decision rests with the European Commission (EC), which will take into consideration expert opinions, including those in a scientific report of the EC’s Joint Research Centre (JRC) that was requested last summer. The JRC's 387-page report, Technical assessment of nuclear energy with respect to the ‘do no significant harm’ criteria of Regulation (EU) 2020/852 (‘Taxonomy Regulation’), was leaked to the media and made available online on March 26. The report supports adding nuclear to the taxonomy.

Nuclear undervalued in European hydrogen strategy, report says

The European Commission’s current strategy for developing a hydrogen economy—part of its overall goal of achieving a climate-neutral European Union by 2050—needs to make more room for nuclear power. That’s according to a report published in December by the New Nuclear Watch Institute (NNWI), an industry-supported think tank based in the United Kingdom.

The 28-page report, On the Role of Nuclear Power in the Development of a European Hydrogen Economy, notes that the commission’s strategy, set out in last summer’s A Hydrogen Strategy for a Climate-Neutral Europe, sees the long-term future of the European hydrogen economy as one based on hydrogen production solely utilizing renewable power, thereby excluding nuclear from a lasting role in the market.

We often define noise as an unwanted disturbance, especially acoustic in nature. Neutron noise, by contrast, is a direct measure of the dynamics of a nuclear core. It can be used for core monitoring without disturbing plant operation and by using the existing core instrumentation. The European CORTEX project aims to develop an innovative core monitoring technique using neutron noise, while capitalizing on the latest developments in neutronic modeling, signal processing, and artificial intelligence.
